BIOGRAPHYAbout the speaker

Aleksandar Mastilović is a recognised international expert and consultant in telecommunications, applied artificial intelligence, cybersecurity, and digital transformation, with more than one hundred delivered projects for SMEs, corporate systems, and state institutions across the Western Balkans, the EU, and the United States. He is driven by a mission to bridge the gap between research and innovation centres and the market.

Since 2021, he serves as Strategic Development Lead at the Center for Digital Transformation of the Serbian Chamber of Commerce, where under his leadership the Center has grown into one of the most extensive AI-application platforms in Southeastern Europe — including the EDIH S4AI hub for SMEs and AI. In 2023 he founded AM Consulting in Novi Sad (with operations in East Sarajevo), and OLVERIN Ventures in Wilmington, Delaware — a transatlantic deep-tech consulting and investment platform connecting EU regulatory frameworks with US capital markets. Since 2024 he also serves as National Coordinator of UNOPS for Bosnia and Herzegovina.

His consulting practice supports ministries, regulators, international financial institutions (UNDP, UNOPS, ITU, EBRD, EIB, World Bank, OSCE, GIZ, USAID) and high-growth SMEs across the Western Balkans, EU and US. In 2017 he was elected to the leadership of IEEE — the world's largest professional engineering organisation — where he continues to serve on the Publications Services and Products Board, the Conferences Publications Committee, and the Internet of Things Standards Steering Committee.

He is the author of the Cybersecurity Maturity Assessment Methodology for SMEs — a hybrid framework integrating Serbia's Information Security Act, the EU NIS2 Directive, the US NIST framework, and ENISA guidelines, currently deployed across 100 SMEs in Serbia. From 2017 to 2020 he served as Director of the Telecommunications Department at the Communications Regulatory Agency of Bosnia and Herzegovina (RAK BiH), leading the introduction of 4G mobile networks, the digitalisation of terrestrial television, and contributing decisively to the regional Western Balkans roaming agreement.

Earlier in his career he received the EU Marie Curie research fellowship (2014) and the IEEE Communications Society Global Top 30 Award (2015), and held visiting research positions at Rutgers University, the University of Sydney, and La Trobe University. In 2022, London-based analytics firm Onalytica recognised him among the ten most influential global experts in smart city planning. He is a TEDx speaker, co-author of an IGI Global book on the cybersecurity of industrial control systems, and co-founder of the regional Smart City Festival in Belgrade.
